Yes! No matter where the comments are made on the same file, you will be able to see all the comments in the comment panel on the right side.
You can place comments in each mode. If the comment is made on desktop mode then the file will be displayed in desktop view along with the comment. Same goes for mobile view (be it portrait or landscape).
Clicking on the comment in the right bar will jump straight to the comment location within that specific mobile view mode.
